For whatever reason, be it an outsider heritage, magical influence, or just 'cause they're weird, portals do not function for these individuals. Only the most powerful portal sources (the ends of dungeons) grant them the ability to move around. Gives a negative ecl of some sort. Alternatively: They can attune with any portal destinations once per RL day to get the exploration bonus as if they'd never attuned to them before.
Just a random thought I had. I knew one character long ago that refused to take portals because they didn't like the thought of vanishing and reappearing somewhere else. This might be an interesting way to reward people who want to walk instead of portal around everywhere.
