Shifter quick-fix

Inspired by Irongron's "I'm back" thread and the little tid-bit on shifters in there.

Shifter class is a strange mish-mash of uselesness and a few over the top abilities sprinkled on a select few shapes. Chief problem with the class is really weird scaling (and lack there of). Attack bonus, physical stats, AC etc. simply do not progress in any

Here's a proposal for a handful of possible quick fixes until such a time where a DEV finds it interesting to do a complete overhaul. Pick and choose:

- Give shifters soft bonuses akin to the ones fighters get; i.e. +1 to physical abilities every four (or some such) levels or with every "infinite" shape. Scaling bonus to discipline would also be welcome as well as a bonus to attack bonus here and there. The unarmed shapes have excruciating AB.
- Count shifter levels (partially?) for the sake of determining the duration/strength of spells cast and for determining level of animal companion
- Give + 1% damage immunity to slashing/piercing/bludg. every two levels to a maximum of 5%
- Give shifters monk AC when shapeshifting (and perhaps cap it sensibly if possible) at shifter lvl 9 or 10 or som'n.
- Give all epic shapes +1 regen (so once you get epic wildshape II, the shapes have +1 regen)
- Make character lvl count instead of class lvl when determining DCs for abilities and uses per day
- Or: make x/day abilities cooldown based instead.
- Use shifter levels or character level when determining spell lvl (spell pen, duration, damage etc.) of spell like abilities (darkness, magic missile, acid breath etc.)
