The idea came up after extensive discussion with another player, slash personal experience about the underdark. As it stands, the shadow plane has some pretty interesting stuff in it, but it could be worth and rather easy to tweak and expand it into an alternative to Andunor for all UD races. Why?

Aside from generating roleplay and serving as a counterpart, it would work rather well as a melting pot city, potentially allowing Andunor to develop more naturally into the drow/monster races settlement it eventually turned into. Andunor, from what I understand, was originally meant to be a lot closer to Skullport than it actually came to be, and the Shadow Plane could be ideal to develop into a trade town, a shady magic academy, and generally grant underdarkers more breathing room.

As it stands, drow and monster races in general may pretty much only play in Andunor. While this creates some good conflict, it also means that any drow/else banned from Andunor for one reason or another is pretty much cut off from any mean to do essentially anything, as there are no quarters or guildhouses in the wilds, no access to basic shops, no couriers and in general no "other" location.

This does not happen on the surface, where a character banned from Wharftown or Cordor may still access several pools of roleplay and even permanently move to the underdark. Since there has been some discussion about turning the underdark into a more secluded, genuinely scary place, this could kill two birds with a stone, create some interaction between underdark/dark settlements and cater to different tastes while still being a lightless and "evil" place.

This can be done in varying degrees, though the absolute best would be to create a mini settlement (nothing huge, Devil's Table style) in the shadow plane. A shadow-city, with an elective/citizenship system, a few quarters/guildhouses, a portal (usable only by outcasts?) a banker, a few merchants and shops, and perhaps something fitting the theme, such as inability to scry characters so long as they stay in that handful of areas. This would allow underdarkers an "other" place where to play, potentially serve as a place of conflict between surfacers and UDers while being thematically more fitting, and generally turn an already existing city into a theater for scheming and intrigue.
