Not convinced that either of these really apply.
Disguise, pickpocket and stealth all have a "floor" of 20+ ranks before they become usable (for disguise, hitting the 30 DC for hostile PP, and for beating an unskilled d20 on detect). Heal and Appraise don't have the same floor, so there's no need to have a similar boost for new characters.
