Shifter tweaks

Shifter would need a massive overhaul to fit Arelith's meta. That's probably not a good use of anyones' time seeing that it's supposed to be a rare class with a lot of potential for circus role play and other clownery.

At the moment it is so mechanically weak that it is exceptionally unfun. I propose a couple of tweaks and some fixes that with make the class somewhat competetive in PVM. Pick and choose.

Tweaks:
- Disable all monk synergy (ubab, wis ac etc.)
- wisdom modifier applies ab bonus when shifted (full modifier based number of shifter levels, perhaps full bonus for unarmed shapes and half for armed).
- The infinite greater wildshape feats also make shapeshifting instant for that shape. Allows shifter to alternate fluidly between forms instead of the clunky cooldown that really means you are hard pressed to use any abilities for fear of getting stuck in a sucky shape for the ensuing combat
- Access to the dragon shape feat at 25 wisdom via the "secret npc" (at shifter lvl 15 or 16 or some such)
- A totem shape that follows shifter lvls (maybe let epic shifter lvls count for two levels when determining lvl)

Fixes to stuff that just doesn't work very well (caster lvls that cue off casting classes etcc.)
- Fix all ability and spell DCs to something like 10 + shifter lvl + (1/2 wisdom mod) or 15 + (1/2 shifter class) + wisdom mod
- Let caster lvl of spells be determined by shifter levels or even shifter+druid levels
- Fix duration of illithid abilities
- Let druid and shifter lvls stack for the sake of determining spell penetration of spell abilities

RP tweaks
- Acces to all animal shapes
- Acces to the -polymorph command at some epic lvl (like the rakshasa ability)

This actually all seems pretty solid, and while it may not be a full rework of the class would likely make it more fun to play.
