I strongly suspect this may be mechanically impossible but just on the offchance;
In PnP, you can wield any weapon you like - you’re just horribly bad at it if you’re not proficient. It’s a shame to not be able to hold weapons ceremonially, as part of a disguise, or representing a tool (e.g light hammer at a forge for a blacksmith) because your character isn’t trained to use them in combat.
Could every character be able to equip any weapon, but simply take a hefty combat penalty with one (e.g -10 AB, -10 Damage) when not proficient?

Hmm I think it could be possible, though it would be mighty confusing as the Feat description says something completly different to how it works.
