Regarding the frozen xp update

Please, correct me if I misunderstood the new xp cap update on lv.19:

If my PC reach level 19 on Skaljard, but don't want to leave and keep doing stuff, he will keep gaining xp, but just can't level up anymore there. But if he travels to Condor, Guldorand or anywhere else but Skal, the new levels (if he got enough xp for it while was in Skal) will pop up right away?

No, the XP you get over (I think it's 185000) will be removed. When you go to Cordor or anywhere else, you need to earn that XP back.
