Palemaster Deathtouch

Hi. As most of us know- The palemaster touch ability is not.. That good. Do you guys reckon it would be possible script it so that it wouldn't be as horrible? Or is it Hardcoded?
Currently, the paralyzing touch works as this:
This ability requires a successful melee touch attack. If the touch attack fails to hit, no uses per day of this feat are consumed.
If the touch attack hits, a fortitude saving throw vs. negative energy is allowed to avoid the effects with a DC of 14 + (pale master level)/2.
The paralysis lasts for d6 + 2 rounds.
Elves are immune to this attack.
While the death touch is set at 17 fort save, but increases by 1 for every 2 levels.

So what I'm really wondering is, Would it be possible to make it so that the touch attacks are not.. So horrible? (Since Spellcraft adds to the save against this, I dont think I've ever seen anyone get afflicted by these two..)

Would be pretty cool if it could add either int/cha for usage of this ability, or if the necromancy focuses would increase the strength.
