UMD - How much?
How much UMD do you actually need to be able to use all types of Wands and Scrolls?

So, with a -1 to your CHA score you need 16?

Or +1 on gear, or an Eagle's Splenda potion/wand. Irony mode being if you don't have the UMD to use it because it has too many charges.
That's usually enough for most artifacts but some need 20, or even 25 or 30. Other items like Assassin's Arrows also need like 25.

I can use 98% percent of the wands with only ten ranks
Only wands that have a very high number of charges requires more I rarely see those

Double checked with one of my PC
She have 9 ranks on UMD plus a gaunlet with +2 for a total of 11 RANKS
She have 19 wands and never had a problem using those

Storm has 15 total umd without buffs/items.

Any number, really, as long as its divisible by 5. 6 UMD isn't treated much (if any) differently than 5 UMD.
5 is enough to use most npc-bought scrolls and lower, which can be reasonably useful in their own right (darkness, lesser spell breach, and shield/mage armor come to mind). 15 is the magic number needed to use all the PC crafted scroll/wand options (time stop scrolls, dismissal wands, etc).
Any more than 15 might be for that random AWESOME artifact that also has a wierd class/race restriction tied to it.
