The Tribal Lair? Either there's something wrong wrong with the scripts, or you were extremely unlucky.
What you've described is four 2% chances in a row. Also Trickster Imps should not generally spawn in groups.

Well here's the thing.
I just discovered this system has not been working correctly for a number of creatures. Those spawns without 'wings' and many with wings, should not be spawning right on top of PCs when they enter an area, and generally speaking non dragons/wyverns/spiders should not have been dropping on PCs at all.
Will reset now and fix this. Sorry about that, this should address almost all of the issues with the spawn system.
