When it says archer gets called shot for free at 9th level, does that mean it has to be a ranger level? For instance if you take archer path as lvl 1 ranger, then after level 3, you take other classes up to 9, do you still get the feat?

It has to be ranger level 9.

It's awarded at your ninth ranger level.
So; if you go 3 Ranger -> 6 Fighter, you're not going to get it. If you go 9 Ranger, you'll get it at level 9. Same deal with your arrow production. Those benefits only step up with ranger levels.

Though if you take fighter levels you get more than enough feats for Called Shot
