Yes. But not as stable summons like a warlock would. Look for the "gate" spell, you'll need to be CE or have the stream to summon it.

Balor lords and pit fiend generals are warlock/BG summons. It is impossible to get them otherwise. As said above, you may get a balor or pit fiend from the gate spell.
