Spell Focus: Necromancy and Undead Summons

Does spell Focus in Necromancy provide a boost to undead summons like Conjuration does to normal summons and if so, does spell focus in Necromancy provide a boot to the EDK Dracolich

Yes to both. ESF necromancy also allows you to learn the dracolich stream from a memory prism if you find a palemaster to make one for you.
