Making Masterwork Woven Runes

How do I make them? I don't know where to get Euklian Clay or even where to find a Bottle of Djinn Uther. I already have 57 tailoring, but not once have I even seen anything related to Djinn Uther, not to mention I haven't seen one single Abeyant Template for sale anywhere.

both of those are exceptionally rare drops, they can be found for sale, but your gonna pay a high end price for either the Rune or the Bottle of Uther.
