Expertise and scrolls

Can you use expertise while using scrolls? On the wiki it says that expertise as a combat mode is disabled during spell casting, but using scrolls does not count as casting, right?

Scrolls, potions, and magical items should all break Expertise. Supernatural abilities should not.

Is Blinding Speed a supernatural ability? Because it does toggle expertise off.

I think that's considered a spell-like ability.
