Yes, it's down.
I suspect that it lost its database connection along with the main servers, but either doesn't have a backup, or hasn't been switched to a backup.
I've PM'd LittleWeasel about it.
The cached version on Google is pretty recent, so as long as you know what you're looking for, you should be able to find it.
