Does Skarl make Arelith higher leveled?

Does Skarl make Arelith higher leveled?
Just acquired EE but unfortunately wont be able to play Arelith for a few months still,just one question though, since i have two characters on the vault that were made before EE and are below level 12. My questions is,did Skarl make so the island as a whole have higher level enemies,thus making Skarl a must for new characters or is Skarl just a optional thing and we can start on Areith right away?
My family were all knights,but none protected those who cannot fight for themselves.They all cared about their noble status more than anything else.I would be a true knight,i would train on the ways of the paladin -Arcavius Ryde

Other starting areas, such as Cordor, Brogendenstein, or Anundor, will still offer you progression from the start.
