2 quick questions: Would a goblin be able to craft or use the dale sword?

From my understanding no to crafting, yes to use if UMD high enough. I might be wrong but from my understanding just because a race is based off selecting another, doesn't mean they get to use race restricted items.

My understanding is that item use is based off of base race (so a goblin could use it no issue, drow could use moonblade/etc). However the crafting requires a specific subrace and if you find an item that shouldn't be craftable by your race then it is a bug.
