Why don't Dwarven Waraxes and Bastard Swords get +2 AB with -twohand?
Was this a design limitation or a decision? If the latter, why?

Because they get dwarven waraxe stuff without needing exotic.

I would imagine that it is a simple matter of balance. Bastard sword and DWA both have the ability to be used with shields or with -twohand, giving them a versatility not possessed by actual two handed weapons. If they also received the +2, a single feat would make two handed weapons fairly irrelevant.

I'm pretty sure it was because they'd be getting a double boon if they also got the +2 AB. You can use the same weapon both one handed and two handed, if using Bastard Sword / Dwarven Waraxe, but greataxes and greatswords can't be one used with one hand, so you get a +2 AB boost instead for not having the option of using a shield with said weapon.

As a note, you DO get the +2 bonus if you use them on a Small character, where they must be two-handed.
