Refreshing a quarter or shop

If I open my house or a shop to a faction, can the faction refresh it or just the owner?

Also what happens if you buy a place in Skal then come winter can't get back there?

Only you can refresh a shop or house.

you will lose it after x amount of days.....generally between 4-7.
