Flat mechanical boosts other than ECL are a big bad idea.

Exactly. It's why the planetouched bloodline aka +2 con the race is so problematic.

I'd love for there to be more RP-enabling Reward things.
Minor Reward - an item added to your character that lets you create a VFX with no other effect attached to it, a few times per rest. A fey that can make fairy sparkles or faerie fire, a druid that can spawn the entangling roots vfx, a cleric that can call the Hammer of the Gods vfx, etc.
Normal - An item that lets you place down a custom defined PLC that may not normally be craftable, such as a pillar of light or sparkles or other things. In this case the item wouldn't leave your inventory and would be picked up/removed via the item to prevent loss/theft/crash eating it.
Greater - Cosmetic summon appearances or streams, "ooze" stream, "mephit" stream, "Giant" stream, etc etc.
Cosmetic "Hats" seem like a good way to add reward content that doesn't imbalance the server, doe sallow for expanded RP and concept options, and would be helpful for both the surface and the Underdark.

Major Award - Twenty Loot Crates!

No RNG, and allowed to pick exactly which one you want, but succintly - yes.

It'd just be a free +2 int for more skill points letting them push con or str higher depending on the build, as a luxury

I'd support it so long as it couldn't be applied to humans, which are already the most optimal and versatile race available. uh, mechanical boosts please? more? it's definitely a large part of the appeal of even investing in the roleplay of any reward and rolling a character, especially when many of them come with implications of as early as level 2 pvp.
It should be worth the time, unlike imps.
I am also unironically interested in loot crates and just a large number of cosmetics. It colors up the world.

Flat mechanic boosts in exchange of nothing wouldn't work. Planetouched at least have a few stat penalties, vulnerability to two spells and IC stigma.

I'm not saying they shouldn't come with penalties, I'm just saying REWARDS** should definitely come with mechanical boosts and benefits that make it more appealing and fun to play, as well as allowing for some interesting build diversity and making certain things just "work so right."
still a game, still my preferred server to game on because the devs have done great work in allowing such and I want them to keep doing that. Literally auto-loot re-inspired me to roleplay.
