Writ Level for Available Quests

Is this affected by ECL from rewards and gifts and such? I seem to have a very different selection compared to someone only one level above me.

From my experience playing a +4 ECL character, I don't think so. However, there are certain levels where a large number of quests will become unavailable, and another set will replace them. You will also see location specific quests depending on what settlement you're in.
