Nightmare and below

Is there any reason why nightmare cannot be ridden below? In vast areas like Wheels of Andunor, districts, flood plains, ice road and many other were the ceiling is so far even towers and factories fit in?

Especially when it is a demon, not an ordinary animal-horse
