PDK Vanguard Final Stand

PDK Vanguards, what do you use Final Stand immobilization for, both in PvP and PvE. I know it can be used to hold a fleeing PC in place, in PvP, but how else would you use it.

For PvE, it doesn't sound particularly useful, except maybe to stop NPCs from chasing a fleeing ally. Even then, the long casting time might prevent you from grabbing all or any of them. It doesn't help too much with fleeing, yourself, because NPCs would still get AoOs, and it does absolutely nothing to turn the tide of a losing battle, if you just plan to stay there and keep swinging.

Maybe I'm misinterpreting the effect.
