Assassin Spell Changes
How is the CL calculated for Assassin spells post-update?

Caster level is class level. The only exception is the Ethereal Visage, which is extended to last as long as the cooldown, due to it replacing an effect with a longer duration.

I thought that for characters who dont cast spells from spellbook (blackguard's bull's strength, et cetra) the caster level is always the character lvl. Am I wrong?

The effect of most, if not all class spells is always tied to the class that it belongs to, not full character level. The only exception, as written above, is the weird way that the dispel checks that is practically your full character level unless you cast a spell from a spellbook.

You mean like dry dispelling any mundane class with a simple lesser dispel?
What purpose would have potions then? Wands? Gods, please no.

He's talking about rebalancing dispels so that multi-classed casters aren't easier to dispel than pure mundanes.

Do the spells count as 'Arcane Spells' for purposes of Arcane Spell Failure on armor (IE Ranger's Runic Studded Leather)?

They should not. They should count as spell-like abilities, which ignore ASF from armor.
