Rolling, GP and Artefacts

Am I correct in the fact that it is -possible-* to have a +10% bonus if you roll an epic with an artefact (assuming it is one of the 5% ones) and having a mil in gold/gear on you?
Existing Artefacts
Any character eligible for a reward when deleting will receive a 1-5% flat bonus to their roll based on the total original value of the artefacts in their possession.
Also, for every 200.000 gold pieces that your character owns worth of flat gold, inventory value, bank account and gear equipped an extra 1% will be added to each awards of your roll (except the least-valued that you could get), with a maximum of +5% at 1 million gold pieces.
Example:
Level 30 normal roll: 5% major, 20% greater, 75% normal
Level 30 with 1 million GP roll: 10%, 25%, 65%
Meaning:

Level 30 normal roll: 5% major, 20% greater, 75% normal
Level 30 with 1 million GP roll: 10%, 25%, 65%
Level 30 with 1 million GP + 5% artefact: 15%, 30%, 55%?

*the possible bonus percentage is of course from 1-5% depending on the artefact in question. This assumes its one of the 5% ones.

Additionally, the example only says level 30 but the range is 26-30, right? Those percentages aren't limited to level 30 only?
