1)Is the one IG year needed of active gameplay or just one year after you got the seal no matter if you havent been active or not (because i took a break)?
2)Is the 5k gold of actual unclaimed bounties (having enough bounty heads up to 5k) or is it just something for fluff in the dialogue and you only need 5k on the inventory

My family were all knights,but none protected those who cannot fight for themselves.They all cared about their noble status more than anything else.I would be a true knight,i would train on the ways of the paladin -Arcavius Ryde

1) I believe you can just have gone an IG year since having become a squire, but don't quote me on that. It's kind of buggy.
