NPC faction scripting question

say for example I'm making a CTF module monsters vs. men

is there a way to have NPC monsters become hostile or nonhostile to certain races upon entering the areas that they spawn?

something along the lines of

If Enter target race "monster"
then "target faction" set "neutral"?
Plays as the monster in your closet
