Horse Reward Questions

So, I'm confused.

Is horse reward still a thing? I know it was nixed in favor of the ride skill. But several questions follow.

1) Existing characters with horse reward seem to still be able to use them. Will this continue without the skill?

2) If NO to question #1, is a gift reimbursement still in the works?

3) Paladins can make use of the summon mount feat WITH the horse reward. So, is the reward still a pick for new paladins, essentially granting them infinite summon mount use?

4) Is the horse system still in evolution, or is it more or less now where the staff envisioned it?

The horse reward itself should no longer be available to select at chargen however.
