I can't recall off the top of my head, but I saw it just a few days ago.
Maybe the grimlocks in UD?

im pretty sure whirlwind can't be performed by NPCs.

ive asked everyone i've ever played with now, nobody has ever seen it before

thats a lot of people.

not even on grimlocks, so idk man

Never saw it prior to the AI change, but afterwards, I've seen the Warship crew use it, and oddly enough "heard it" while fighting some of the Minmir giants/ettins.

I'm pretty sure I heard one of the minmir giants use the whirlwind (they lacked the animation). A great way to mechanically simulate a huge oaf swinging around a club-shaped tree trunk, really.

If you only want DM input why bother making a post on the forums, since you're clearly ignoring all the other people in the thread that said they have witnessed this behavior in action?

If you're only interested in DM input might I direct you to the forum PM option to contact only DM's and not waste an entire thread ignoring people telling you they have seen the behavior you claimed no one has seen.

NPCs didn't use Whirlwind in the past, now they do. Ta da!

I know it's possible to script NPCs to use it. Valen Shadowbreath in HoTU does so.

Yes. Since the AI change, I've had the Swamp Witch whirlwind attack against me multiple times, as awkward as that is when thinking into it.

Normally, they do not. It's recent. Again, I'm really curious as to why this is a topic of distress, though. If anything, the permanently lasting traps that layer every dungeon, set by various spawns since the AI change stand out a whole lot more.

Furthermore, I doubt that a DM will be able to give you a clearer answer, as they weren't the ones coding the new NPC behavior.

Yes: Some NPCs use whirlwind.

I am 100% sure of this, as I saw the Underdark egg spider boss use it just today.

It actually made the fight easier, as it was poorly timed on the spider's part and resulted in it standing around doing nothing for a few seconds.

This is a recent change, as I've never seen NPCs use it in my five years on the server, until the last month or two.
