GSF bonus spells and spell resistance

GSF bonus spells and spell resistance
I've noticed the free spells do not follow the same rules regarding spell resistance as normal spells do. Essentially anything with sr resists them. Reading up on spell resistance, I saw that special abilities are treated as innate spell level - 1 vs caster level when it comes to spell penetration. Do these spells fall under that category, and if so, is this intended?
