Rage level is equal to a character's barbarian level divided by four (rounded up), plus one.
This appears in the Barbarian entry on the Wiki and I am fairly sure it is wrong. It is a good aproximation, however. But I was under the impression your Rage Level was the number of Rage Feats you had and you don't get one every 4 levels plus one at level 1.
You get them almost at the rate of one per 4 levels, except you get an extra one at 15 (as well as 16) and you get no free feats in epic levels.
After someone confirms this could some Wiki person edit it?

(Rage Level is the number of rages you would usually get per day. But
you now get infinite uses per day. Epic rage feats each increase your
Rage Level by 1; Mighty Rage has no other effects, the others do their
usual things. Max rage level is therefore 10 with all 3 epic feats).

To clarify, rage level is equivalent to your Rage/Day + misc upgrades. That means scaling goes as follows:
Lvl 1 (Rage 1)
Lvl 4 (Rage 2)
Lvl 8 (Rage 3)
Lvl 12 (Rage 4)
Lvl 15(Greater Rage)(Rage 5)
Lvl 16 (Rage 6)
Lvl 20 (Rage 7)
Lvl 24 (Rage 8)?
Lvl 28 (Rage 9)?
Increase your rage level by 1 for every epic rage feat you have, them being Mighty Rage, Thundering Rage and Terrifying Rage.

Are we certain of this? By that the maximum level is not 10 as stated by Mith, but actually 12.
The nwn wiki page on the barbarian does not mention any increase on 24 nor 28. At level 15 the wiki states that there is no rages/day increase.

I actually wonder the same, about the rage level at 24 and 28. Can somebody explain those for me?
It -does- make sense that there are 12 rage levels, since there are 12 tiers of damage.

That must be wrong, I just did a barbarian 15 and it has 4 rages per day, not 5. However, he goes get more rages/day at 24 and 28. So is the max 10, 11 or 12, is it related to rage feats or rages/day or both?

You don't get an extra rage at 15, it is instead upgraded to Greater Rage (in vanilla NWN), in Arelith it's just a rage level buff.

Which... actually might be that they don't get an upgrade at 24 or 28 since there's no more rage upgrades past 20(from leveling alone), I never got a barbarian to 24 barb levels to confirm.
But reading
this implies it goes all the way to epics. SO, you'd have to ask a coder to check or make a lvl 24 barb.

I asked my sources.
APPARENTLY, there's no increment to the rage in barbarian epics, BUT:
There's an increment if you are holding a two-hander weapon when you start raging. Of 2 rage levels exactly.
That solves the mystery of the missing damage tiers and I think everything is answered and documented.

There we go, it must be Rage Feats. You don't actually get feats at level 24 and 28, it just increases rages/day, whereas in all other increases and non-increases (level 15) you get a feat.

Clarifying here:
From Barbarian Level 1-20 you get 7 different Rage Feats automatically, each one is counting as a +1 on your Rage Level. So at Level 20 barbarian you have Rage Level 7.
After that the only way to raise this level is by taking one of the "Epic" Rage feats, that being Mighty rage, Terrifying rage & Thundering rage. Each one would increase with another +1.
Having all of them would give you a total Rage Level of 10. This is the cap value used for your Biteback damage and Will Save bonus. However the Damage Bonus also uses the Rage Level and adds an additional +3 to your Rage Level if you're using a Two-handed weapon so you can get a max of +13 on your Rage Level, but the Damage table only goes up to 12 Rage Levels so anything past +12 Rage Level would not increase your damage further.

Hmm... I think they do. The code simply checks for if a player is carrying a Two-Handed weapon (As fits their race). So if you are two-handing a double-sided weapon then yeah it should apply the +3.
