Is there any way to remap the quickbar shortcuts (instead of shift/ctrl+F1... F12)

Nope (at least not in the base game, maybe a mod or something can do it?)
I use a Razer Naga mouse and remap the side keys to the "F" keys using a profile for NWN.
You may be able to get software that you can use to remap the keys on your keyboard, the number keys for example, to the "F" keys and use profiles to change it back and forth any time you're playing NWN.

The beamdog notes for the next patch mentions something about allowing them to be remapped.
