The final NPC for the FOIG slave quest is not revealing themselves at the specified location
Steps to reproduce
----------------------------
>Get collared as a slave
>Complete objectives in the slave quest
>Go to specified location (I have confirmed with a DM that I am in the correct location)
Expected result
-----------------------
NPC should reveal themselves
Actual result
-------------------
NPC is not present, and invisible even under True Sight.
