My Bard 14/PM16 cast extended haste, and it last exactly 2m 48seconds.
This is the exact duration an extended 14th caster level spell, which means my PM caster level bonus isn't applying to my spells.

I think the same is happening to me, not a Favoured Soul here, however.
My maximized Wall of Flame went from dealing 31 to 23 damage.

First the bad news:
Palemaster caster level only stacks on arcane levels, and favored soul is flagged as divine.
The good news:
I found the bug with wall of fire (and other persistent Aoes), but don't expect it to be live soon.
palemaster levels, which once were counted will start counting again
In addition, shadow master caster level. not in this instance as it's an evocation spell, but for other persistent spells, and harper scout, depending on the path, should start applying now too, which they never did.
