Settlement Food Tick: Not working?

I have noticed, that the Food Tick does not seem to be working for me and some others [Brogendenstein] while other report it as working. I'll try to monitor it abit more and would welcome others to say if they get bonus to food while in Brogendenstein or not [It should be open to all, not only Citizens].

It only ticks up to ~40% food then it ticks down again until below and up again.
This confused the heck out of team Cordor also.
