Stable Templates

So finally got me a stable Template and in the description says it's repairable.

Carpentry repair kit did nothing which I assumed would be the one to use, but also tried the forging repair kit and it did nothing. Started out with 30 charges, down to 21 and when I try to use a repair kit, it says, its already fully repaired. Yet still reads as 21 charges instead of back up to 30.

Asked in game icly and we aren't sure if its a bug or not so putting here in bug forums.

You can repair it up to 21 when it goes below it. I don't know why they start at 30 and will only go back up to 21, but that is how all of mine have been.
