Background bug?

Hello there I'm new here
I've created a Paladin but when i get to choose the background there isn't any option to choose...

All but 2 backgrounds are currently disabled; Outcast & Slave.
Neither of these can be selected by paladins.

Only humans and half-orcs of non good alignment can be either of those backgrounds.
What you've encountered is probably a bug with the dialogue that happens every now and then - where you should get a list of options, sometimes the list is cut and half, or there's nothing at all.
It's a matter of bad luck. Simply remaking the character and trying again should yield the correct list.

ok pretty confused now, is it a bug or has been disabled as stated before?

Backgrounds, except for the two mentioned by Irongron, have been disabled for the time being until a new system is put in place. This is a recent change so not everyone is aware.
