Incendiary Cloud

Incendiary Cloud: Affected by Persistent Area spell changes. Damage increased to 4d6 + 1d6 per 2 levels (reflex save for half damage), and creatures within the area of effect are blinded (no save)

I've been using this spell a bit and I don't believe the blind effect is working. There's no indicator to show that individuals in the cloud are blind and the monsters have no issue rushing me, even if I change locations.

That has more to do with the AI, I believe, similar to how the Darkness spell will not cancel enemy aggro. You could try hopping into it yourself to see if the blind is working? Generally, the most you're going to see from blindness on NPCs are the mechanical effects: 50% miss chance, -4 AB, and attackers get +2 AB.
