Can't enchant Skill Points?

Hey Guys,

Trying to add a couple of skill points to equipment but it won't let me.. Just gives me the options of "Back" "Done"

Only characters with Spell Focus and Greater Spell focus in enchantment (and 15 levels) can add +1 and +2 skills to gear in the basin. Respectively.
Misc Changes, with the Feats and Skills sublinks.
