This bug is specific to Arelith as far as I can tell, likely related to scripts in place for the Horses. The bug is that once you've summoned any creature, through familiar/animal companion/summon spells, you can no longer mount a horse until a reset has passed.
If this has happened to anyone else, found a solution to this?

I couldn't mount a horse the other day and couldn't figure out why. I often use a summons. Now that you've posted this I wonder if that's what my problem was.

Something else triggers the same bug for me /constantly/ ..
I don't know what it is, but I find that resting outdoors seems to fix it. Try that?

What he said! Resting seems to fix it for me. I do it on the same map as the horse, with it assigned to me.

Confirming that resting outdoors works. Thank you SO MUCH! This had been annoying me for so long.
