Steel sword +2ab/dmg = level 7; longsword +2 = level 10.

It's probably the way NWN catagorizes Attack Bonus vs Enhancement Bonus. Perhaps it doesn't count the +2 dmg as being as powerful, thus a lower level PC can use it before they would be able to use a +2 EB sword. Maybe that's even the reason such things exist to start with? Just spitballing
Edit: Also +3 is usually level 10, unless Arelith has some different system in place I haven't learned yet. Is there some other benefit on the +2 Longsword?

Perhaps its to encourage you to seek a smith to get a steel longsword rather than relying on chest loot.

I might be remembering wrong but i think before weapon levels got more recently changed the enchantment +2 did not require level 10 lol. I think that is really silly personally, what's the point of loot weapons if you cant even use them? It's not like they're super frequent.
