A friend of mine currently plays a weavemaster however from the looks of things most of her quickened spells are permanently on CD.
The problem seems to be random as she can cast quickened haste without a problem but can't cast quickened Protection from elements.
She's been having the issue on the surface server and only since the last reset.

It started happening in the last 15~20min to me too.
EDIT: Actually I swapped servers so makes sense it's surface related.
The problem I am experiencing: The countdown seems to not start, or in the times it does, it never "finish". Casting spells, even without cooldown, shows "you can not cast spells yet" message.
Sometimes alternating spells does work, but only once and then locks too.

This may have been me. I made some timing related changes. I've undone them, so things should settle next reset.
