Burning hands hostility

Twice in the last two days I've seen a player get smacked for using burning hands near a non-hostile NPC.

Steps:
1.) notice blue NPC in combat with some red stuff.
2.) burning hands the red stuff.
3.) Notice how your burning hands doesn't damage the blue NPCs.
4.) Notice how the blue NPCs are now punching you in the face.

Burning Hands has been problematic for ages. It also destroys all your loot. It would be a big QoL fix if this can get looked at.
