The issue is there is no counter-play whatsoever to dragons, vampires, or warlock fiends. I legitimately think this entire conversation is moot as long as surface PCs can still attune to the slums portal. I understand, and even condone, settlements having a 'back way in'. Except granite is infinitely more useful as a building material, which should logically make it be valued higher (and thus give more resources per block to the settlement) than marble. Settlements can already manually opt to pay more for marble in the expanded warehouse, which can reflect its value...
