But your character has gotten objectively better than before. In these cases (where nothing was taken away) it makes less sense to offer full rebuilds which I imagine is why one isn’t included here. I would argue though that a reference to a timestamp that is only checked when the in game hour ticks over is tied to the IG clock. Though not in the way you are meaning it on a code level.

You can repair it up to 21 when it goes below it. I don't know why they start at 30 and will only go back up to 21, but that is how all of mine have been.

I will hazard a guess that it was because the lower ones got changed to either last forever or be able to be repaired. A perm essence makes a lot less sense on something that is going to get used up, and more temp slots give you more room to play with spells instead of just essences.
